Government

Massillon is a statutory city with three branches of government: executive, legislative, and judicial. On the executive side, an elected mayor’s administration manages all the city departments that perform a wide range of “public works” and “safety” services for the citizens. The positions of Auditor, Treasurer, and Law Director are also voted upon by the local electorate.

The legislative side, which encompasses 10 elected members of council including the president, oversees the city’s budget and the laws of the City’s Codified Ordinances.

The judiciary branch—the Massillon Municipal Court system—holds jurisdiction over the City of Massillon, various villages, and six townships in western Stark County. Two elected judges plus an elected Clerk of Courts oversee the operations.

Forty-five police officers and 48 fire department personnel currently staff Massillon’s safety forces.
